I uploaded a word list “The Full List Of Bad Words Banned By Google” and added them to the excluded URL Word List. However, if I create a page I can still use these banned words which is not a desired behavior as you really want to avoid those words in any of your site URLs. Is there a way to enforce this for all site URLs?

I think this is a misunderstanding of the functionality. The banned lists are intended for use when validating text inputs completed by visitors in front end forms. Not to any pages or content you may edit as an administrator/editor.
If you wanted to use the list to protect you from wayward administrators/editors entering unwanted text in page names, URLS, or block edit dialogues, you would need to override the respective controller validation to scan saved text for the banned words.
