2nd admin - With - Sign in As User

I have created a second user
Selected - Groups = Administrators

Search Users
Select user

The second user - Does NOT have
The button link - Sign in As User

Can more users than - admin
Have the button link - Sign in As User…???

Please… Advise…???

visit yoursite.com/index.php/dashboard/system/permissions/users and add the user to the “sign in as user” setting

Edit: By default, only SuperUser has permission. You could add the “Administrators” group if you wanted!!
