Allowed File Types(index.php/dashboard/system/files/filetypes) page can set file type, but this setting applies to (probably) all users.
Is there a good way to achieve this?
Yes this can be done if you have ‘Advanced Permissions’ turned On
You should take a look at the ‘File Manager Permissions’ and restrict the Registered Users group with Custom selections.
