Allowing a User Group to Access "Page type default" Content

So I want to allow Administrators access to the page type default content for the page type Page, which consists of a choice of 3 template:

  1. Full

  2. Home

  3. Right Sidebar

I have enabled Advanced Permissions and made sure Access Page Type Defaults under Task Permissions has the Administrator group added.

Logged in as an Administrator, I can now see I can customise the content for the Full template, but not the other two.

I can’t see for the life of me which the others are not allowed, - there is no Pencil button to enter edit mode

Any ideas?
