Best Practice for Including Bootstrap 5 in a Theme

When creating a theme using bootstrap and concrete, is it necessary to include a dedicated version of bootstrap with your theme, or is it better to utilize the core version?

If I recall, in previous versions of C5, bootstrap included to the core was scoped to the editing interface. Will that still be the case in V9?
