Error when guest users try to submit a form

on 9.3.9

when i test a form which is set for guests to view, on submission i get “An error occurred while processing this request.”

I can send the form if im logged in.
any suggestions please, as i though anyone can send from form on a general page. The forms permissions show the form can be viewed.

First place is to check the Log in the Dashboard to see the details of the error.
