How to add "two column highlight"-areas?

Hi all,

in atomik theme at demo-startpage I saw an area called “two column highlight”. How can I add at an other new blank site such an “two column highlight”-area?
It is not a block-element, right?
If I add a new layout I also cant find any option.

Has someone a hint for me?
