When installing Concrete, as far as I can see there is no option for New Zealand. How do we go about getting these 5 million people recognised? 
The install is only just asking about the interface language, not the location.
Once installed, you should be able to pick both New Zealand as a timezone, and as a Locale. Mฤori is also in the list of languages, which then suggests New Zealand as the location.
