Public Registration with approve manually

In 9.1.1 version, it seems that it is no longer possible to manually approve a public registration. Has anyone done this before with version 9?

I can’t remember the steps, but I think this is solved using Workflows.

Here’s an older forum post which I think works through the steps you need to take to set it up. It’s for V8, but I believe nothing has changed for V9.
