User Registration that needs Admin Approval

Hi, I am trying to set up Registration where members can register, but before they activate their account the admin needs to approve it.

I’m sure this used to be straight forward, but looking in the v9 options, I am not sure which one it would be?

If I choose “Off - only admins can create accounts from Dashboard” does it remove the registration page entirely?
